Objectives and Contextualisation

This training program responds to the need for security professionals specialized in the comprehensive management of civil protection services or, in general, corporate safety-related risk prevention, planning and management of emergencies and plans of self protection.

Specifically, with regard to public safety, the acquired knowledge prepares the student to carry out tasks developed by Civil Protection technicians that include both a profile of the administration of the Generalitat (technicians of the General Directorate of Civil Protection and guard technicians of the Center of Operational coordination of Catalonia) and of the local and / or county administration (municipal or county civil protection technicians to lead civil protection in its fields of action and which are based on the coordination of everything related to the prevention, planning and emergency intervention).

With regard to private security, the acquired knowledge prepares the student to develop activities related to the self-protection plans of any activity that generates risk or maybe is an vulnerable element.

The different blocks in which raining program is divided describe and detail the subject of civil protection based on the current legal regulations.

 

The training objectives are the following:

  • Knowing the basic civil protection regulations and apply it to practical cases.
  • Define the concept of risk and its associated concepts.
  • To know the different methodologies of risk assessment.
  • Understand and extrapolate the basic actions associated with the stages of civil protection.
  • Knowing the types of civil protection plans.
  • Know how to determine the basic structure of content of a civil protection plan.
  • Prepare and draft a civil protection plan (of the Generalitat and municipal).
  • Prepare and write a self-protection plan.
  • Understand the concepts associated with the activation of a plan and the situations associated with its management.
  • Knowing how to draw appropriate conclusions based on a practical case related to the management of emergencies.

Content

The contents of the subject will be the following:

 

Block 1 - INTRODUCTION

What is civil protection. Who is part of this system.

Basic legislation on Civil Protection and Self-protection Plans.

 

Block 2 - EMERGENCY OPERATIONS

Alert concept, emergency.

Functions, responsible, acting and organisms involved in emergencies.

Types of plans

Typical structure of an emergency plan.

Emergency plans in force in Catalonia and Operability.

 

Block 3 - EMERGENCY MANAGEMENT

Forecast of risk situations

The prevention and planning of serious risks in Catalonia

Classification of serious risks in Catalonia

Methodology

The methodology will consist in the teaching of theoretical and practical classes with the active participation of the students.

In the theoretical part we will consolidate the acquired knowledge of the regulations and the development that affects the Civil Protection and the Emergency. Some classes will be scheduled with specialized personnel.

In the practical part, the student will work with practical cases related to Civil Protection and Self-Protection Plans. A visit to the Center for Operational Coordination of Catalonia, CECAT, will be scheduled.

The tutorials with the faculty will be organized by email.

Assessment

The evaluation is continuous and involves the performance of different exams, exercises and assignments that allow obtaining up to 10 points.

There will be two continuous assessment tests (PEC1 and PEC2). Each PEC has a weight of 30% on the final grade.

To be able to add the different scores and submit to the validation test, it is essential to meet the following conditions:

Geting a grade equivalent to 5 out of 10 in the PECs, and only one will accept the equivalent of 3.5 /10.

The final test will consist in the realization of answering subjects of the subject and related to the content of the PECs with a weight of 40%.

In case of not passing the subject according to the aforementioned criteria (continuous evaluation), a recovery test can be done on the date scheduled in the schedule, and it will cover all the contents of the program.

To participate in the recovery of students must have been previously evaluated in a set of activities, the weight of which equals a minimum of two thirds of the total grade of the subject. However, the grade that will appear in the student's file is a maximum of 5.

Students who need to change an evaluation date must submit the request by filling in the document that you will find in the moodle space of Tutorial EPSI.

Without prejudice to other disciplinary measures deemed appropriate, and in accordance with current academic regulations, "in the event that the student performs any irregularity that could lead to a significant variation in the grade of an evaluation act, it will be graded with a 0 this evaluation act, regardless of the disciplinary process that can be instructed, in case there are several irregularities in the evaluation acts of the same subject, the final grade of this subject will be 0 ".

The tests / exams may be written and / or oral at the discretion of the teaching staff.
